COMMERCE COMMITTEE BY REQUEST, entitled:                                                                                        
                                                                                                                                
          "An Act relating to the pay and duties of                                                                             
          commissioners of the Regulatory Commission of                                                                         
          Alaska, establishing the position of executive director                                                               
          of the Regulatory Commission of Alaska and                                                                            
          defining the duties and powers of the position, and                                                                   
          placing the executive director and administrative law                                                                 
          judges of the Regulatory Commission of Alaska in
